In order for people to add in what driving licences they hold, you must first allow it in the 'Qualification settings', either as a type of qualification which staff and volunteers can enter themselves, or specifically those particular licences, as this level of access is required for staff/volunteers to enter in licence info (drivers licences are part of the skills/qualifications area).
